Systecon has worked with a number of organisations and on a number of programmes using its tools to evaluate tenders including Outsourcing, Power by the Hour (PBH) and CLS proposals.
The use of the tools OPUS10, SIMLOX and CATLOC enable quantifiable measures of performance/effectiveness/cost to be made and to evaluate the proposed tenders and contracts. The use of simulation is a very powerful tool in understanding whether the proposals deliver through time when variations in parameters such as operation are taken into account. This approach also enables the identification and quantification of areas of risk.
Finally the approach taken has been successful in the setting of incentives and penalties.
